This four-story 450-space precast concrete parking garage is owned by the City of Annapolis. It consists of pre-stressed precast concrete double-T planks supported by pre-stressed precast concrete beams, and precast concrete columns. Three exposed steel staircases and one elevator provide pedestrian access into and out of the garage. There is a brick veneer facade at the elevator tower and at the corners of the garage.
The garage was experiencing deterioration of the concrete due to corrosion of the embedded reinforcing steel, heavy corrosion of the exposed steel staircases, and deterioration of the brick veneer. TCE performed repairs in 2009-2010 to pre-stressed precast concrete elements including replacing segments of deteriorated cables, replacement of steel staircases, and miscellaneous brick masonry repairs to maintain a safe environment inside the garage for the anticipated remaining service life of two years.
In 2012 TCE was again requested to survey the garage and provide recommendations for repairs and maintenance to extend its service life. TCE provided two estimates 1) to demolish and build a similar garage and 2) to make necessary repairs to structural concrete, brick masonry, precast connections, sealant replacement, and other preventive maintenance items to further extend the service life.
