The Annapolis Police Department Headquarters was renovated with a new addition in 2005. Shortly after the building was reoccupied by the Police Department, numerous construction defects were discovered including numerous waterproofing and structural defects in the brick facade. In 2008 TCE was engaged as the Structural Engineer of Record for the implementation of a $4,100,000 repair program to rectify the defects of which approximately $3,000,000 was for facade repair and reconstruction. TCE services included both Structural Engineering and Waterproofing Consultation for the reconstruction of the facade as well as Quality Assurance inspection of the construction. Although TCE did not perform the original forensic evaluation of the facade that led to the determination that a repair program was required, TCE performed additional forensic examination of the facade and structure necessary to prepare the construction document for the reconstruction and waterproofing of the facade. Reconstruction, which commenced in 2008 and was completed in late 2009, included complete removal and replacement of the brick veneer while the building was completely occupied. The work also included implementation of a new vapor/air barrier system within the wall cavity prior to replacement of the brick.
